About AABSA
An Independent Africa-Focused Advisory Organization
AABSA — African Advisory Bureau for Strategic Affairs — is an independent advisory organization working on the legal, regulatory, governance and institutional foundations of public decision-making in Africa. Critical-minerals governance is its flagship practice.
Our Mandate
Broad capabilities, a clear flagship
AABSA's core capabilities — legal and regulatory frameworks, institutional design, government decision-making, negotiation preparedness, integrity and accountability, and AI and digital governance — apply across many areas of public governance.
For now, AABSA concentrates these capabilities on its flagship practice, critical-minerals governance, where the stakes for African states are especially high.
As AABSA grows, it may apply the same capabilities to other areas of public governance where it can offer genuine depth.
Who we serve
Supporting complex mineral-sector decisions
We support governments, public institutions, investors, development partners and other stakeholders navigating increasingly complex mineral-sector decisions.
Our work focuses on the systems through which public authority is exercised: laws, regulations, institutions, government decision-making, negotiations, accountability and implementation.
Our Approach
Critical minerals as a legal, regulatory and governance challenge
AABSA approaches critical-minerals development primarily as a legal, regulatory and governance challenge.
Mineral resources create opportunities, but the quality of national outcomes depends significantly on the institutions and rules governing their development.
Our advisory work therefore focuses on:
- Legal clarity
- Regulatory predictability
- Institutional effectiveness
- Government capacity
- Accountability
- Strategic decision-making
- Responsible investment relationships
- Effective implementation
Independent Advisory
AABSA is independent and is not affiliated with any government, political institution, mining company or investment entity.
Our advisory work is based on professional analysis, applicable legal and regulatory frameworks and the institutional circumstances of each engagement.
Multidisciplinary Collaboration
Where assignments require expertise outside AABSA's principal areas of practice, we work with qualified specialists appropriate to the engagement.
This allows AABSA to provide integrated support while maintaining a clear professional identity centered on law, governance and institutions.
Working Languages
AABSA works in English and French, supporting governments and institutions across anglophone and francophone Africa.
Board of Advisors
AABSA is in the process of establishing a Board of Advisors of senior practitioners to provide independent perspective on its strategy and work.
Foundations
Strong Mineral Outcomes Begin with Strong Governance
The quality of mineral development is shaped long before production begins. It is influenced by:
- The strength and clarity of the legal framework
- The predictability of regulation
- The integrity of licensing and permitting systems
- The capacity of public institutions
- The quality of government decision-making
- The effectiveness of interagency coordination
- The accountability of public authority
- The management of government-investor relationships
- The responsible use of information and emerging technologies
AABSA helps governments and their partners strengthen these foundations.
Our Conviction
Strong institutions turn mineral endowment into lasting national development.
